Update packages only, for the documentation site and in build

@LeeDongGeon1996 I think we need to go to manual upgrade of the DLL in the repo. We’ve diverged enough that it no longer makes sense to simply take the latest automatically in the build; it should be an intentional Dev choice.

Agree with that. To follow up v3.0 DLL, it needs substantial changes.
