Changed labels to help us quickly identify different parts in our development. Split into 4 categories we have.....

Area of Issue - 0, 1, 2, 3, 4 (4 main areas I think this project is made up of + a general option)
Type of issue - Bug, Conflicting Issue, Enhancement, New feature.
Workload - Major, Minor (or to help show scope of issue, eg. Design Database - Major )
Misc (optional) - Question
