The optimum blade count depends on many factors, from experiments it is known for crossflow turbines in some cases (which cases?) to be maybe inbetween 20 and 30 (citation needed).
To figure the optimal blade count mathematically is non-trivial and requires more time than is available. Therefore as it is clear that the 16 buckets are not enough because the distance from blade to blade is approximately 45cm, the bucket count needs to be increased.
Both theoretical works and a redesign needs to take #6 into account too.
