UG Table of Contents, hyperlinks to each subsection does not work. #7

In the UG Table of Contents, Section headers have working hyperlinks, but each subsection does not. This makes it very tiring to scroll through to each command.

1: Each command does not have hyperlinks 2: Only the major sections have hyperlinks. Still need to scroll a lot further to get to my desired command.

Team's Response

We deliberately did not add hyperlinks to each individual command as we each "Management" section is fairly small. Hence we believe that scrolling through the UG is not a problem.

 Issue response

Team chose [response.Rejected]

Reason for disagreement: The client Management section spans 6 pages. If I wanted to go to Sort clients by Phone, I would have to click on Client Management, then scroll 6 pages down (in the given PDF), which accumulates to a lot of scrolling for a user that is starting to use Advisio.

## Issue severity Team chose [`severity.VeryLow`] Originally [`severity.Medium`] - [x] I disagree **Reason for disagreement:** `VeryLow` bugs are for cosmetic issues. Hyperlinks (or the absence thereof) are not cosmetic issues, they are functional, and for a new user that refers to the UG before using almost every new command, this issue is faced frequently by some (new) users. This matches the definition of `Medium` severity. ![image.png](https://raw.githubusercontent.com/fahim-tazz/pe/main/files/cee1561c-b7d5-450a-bc82-94a171c30af2.png)
