Missing KML fields in Windows #112

In GeoDa 1.5.29:

1) Open virginia_kml.gda on Windows and Mac
2) Notice that Mac table shows 8 different fields (many of which are blank) 
while Windows shows just one field.

Just checked OGR plugins: seems on Mac, the ogr-libkml plugin overwrite
it's by default ogr-kml plugin. I will reconfigure OGR plugins and to see
if it got seem results as on windows.

Fixed in ci 3131. 

Need clean and re-run build script to build OGR library.
