Rename fail message: message too long/incorrect #116

GeoDa 1.5.29, Windows 7 64-bit

1) Open columbus_mapinfo_mif.gda
2) Rename COLUMBUS_ to 23 COLUMBUS_
3) Program does not allow this name (probably a the correct thing to do for 
Mapinfo), but the error message for the user goes right across the screen and 
is cut off.  Furthermore, the error message appears to be for dBase and is too 
restrictive.

This has been resolved in 1.5.30
