Windows: associate GeoDa .gda project files with GeoDa #125

As part of the Windows installer, associate GeoDa .gda project files with GeoDa 
in the Windows Registry.

Solved in earlier commit.  Project files are now associated with GeoDa upon 
installation and are unassociated when GeoDa is uninstalled.  Double-clicking 
on a project file opens it in GeoDa.

Project Files are also associated with GeoDa on Mac, but double-clicking one 
one only launches GeoDa, but doesn't yet open the project file.  This is a 
work-in-progress.
