Windows installer creation #88

The various libraries the Windows build of GeoDa depends upon should not be 
checked into the installer 32bit / 64bit directories.  They should be 
transferred over from OSGeosW after being built by the build.bat script.

The build script should be change to copy all files including GeoDa.exe, 
gdal.dll and other dlls directly from where they are built.
