Flat rate travel expense counted multiple times per tour #363

A flat rate for travel expense must only be counted once per tour.

By default, travel expenses should only be counted once per site in a tour. Flat rate prices are also only counted once per site in a tour.

A drive can be marked though as separately charged, in that case, flat rate and travel expense are counted again for that drive
