Add CI to build gnuradio 4.0 oot module #109

Installs the root and picoscope dependencies. Uses the docker image for gnuradio 4.0 from https://github.com/mormj/gr4-grcon22#running-from-docker-image.

Merged into the gr4.0 port branch, as the test failures have to be fixed/masked there and the overall CI is working. Once there is a CI-generated image for gr4.0 we should switch to that to always have a current version.
