Port UDP networking code using boost to a non-boost solution. First check with @RalphSteinhagen though if the code is worth porting or should be simply deleted.

closing this since we would re-implement the blocks using the new graph-prototype/GR 4.0 API which would obsolete this implicitly (no boost dependency in GR 4.0).
