CI: switch to using the gnuradio4 docker image #146

gr-digitizers specific dependencies are still installed in the CI workflow for now to not have to deal with keeping multiple docker image layers up to date consistently.

coverage is not reported properly yet, but since it's working in graph-prototype it should be possible to fix in a follow-up
