PollRate(s) on Digitizer Block is a lie #53

When setting PollRate to 1ms, and putting a probe into "digitizer_block_impl::work_stream", the actual pollrate of the method is ~15ms (SampRate 2MS) Same when using a PollRate of 100ms. Only Using 1sec as Poll rate changes the actual rate to 1s.

Note: PollRate is coupled with DigitizerBlock Samp Rate !
