Research and compile a list of health related datasets with public/open licenses to store on decentralized storage

Motivation/ background / user story:

Open data is used by many stakeholders. As an open data user, I would to have access to open data on decentralized storage, as I know that it is censorship resistant, data is hard to tamper with and the costs of the network and bandwidth should be more fairly distributed.

Health data is a very important kind of data to keep open and accessible, as it can contribute to knowledge gained on a global level, by allowing access to it universally.

Tasks

• Research which public and open health related datasets, could be stored on decentralized storage (e.g. Swarm) - what would be the appropriate licenses
• Identify and list data or categories of health data that would benefit most by being stored on decentralized storage.
• Compile a shortlist of best candidates:
  • 10 datasets of up to 10Mb in size,
  • 10 datasets of 10-500Mb in size,
  • 10 datasets of 500Mb-2Gb in size,
  • 5 datasets larger than 2Gb in size;
  • The shortlist should include links to datasets and to their respective usage policies.

Approving criteria

Deliverables:

• summary of the research and its findings, including the license types that would fit decentralized storage,
• list of categories of data and/or specific health data that would benefit most by being stored on decentralized storage,
• shortlist of best candidates (as described in Tasks section) - with links to data and their licenses,
• all submissions must be done inside the repo and imply an opensource / free public use license.

Open source research into available datasets.

Determine how the dataset can be accessed, either bulk download or API calls in the case of some DVLA datasets.

Create a timeline of other datasets that will be coming available and when they will.

Download as many of the datasets myself and check the data quality and if any transformation would be required to make it usable.

Document all findings in a well laid out document and provide follow up answers as needed.
