The newest browsers all support a relatively large chunk of HTML5 spec.  We 
should update all the templating to do HTML5.

The biggest change would be on the forms.

Since we're already doing valid XHTML 1.1, switching to HTML 5 is as simple as 
altering the template headers.  All of the tags we use are valid HTML 5 tags.  
We can easily update the template headers to HTML 5.
