Public vs. private polls #72

We originally decided that all polls would be unlisted and only administrators could "promote" a poll to featured, which would be the only public polls. This is for moderation, so no one gets any undue attention on an objectionable poll. However, it puts work in FairVote's hands to look through the polls occasionally and promote interesting ones.

Looking ahead, we could potentially distinguish "public" and "private" polls, and add a "browse all public polls" section so that users could interact with polls that others have created.

A beta tester echoed this idea.

A further option would be to distinguish public, unlisted, and private polls. Private in this case would mean that the creator specifies that a limited group can vote, perhaps by creating and sharing a password with them, or by creating a list of eligible account/email addresses.
