This issue combines several recommendations to improve the results view:

Show delta between rounds in text (-5%, +5%, etc.)
Show delta between rounds with 2-color bars (votes so far in color 1, votes added this round in color 2)
Emphasize last eliminated candidate (see #57 )
Show exhausted ballots (see #57 and slide 38 and 41 in this slideshow)

@iambateman leaving this assigned to you for design specifications. Once you've defined those, reassign to Ralph and move the card to his column on the project board.

Updated to remove this request, which is not feasible with the current tabulation algorithm:

Toggle between % and # of votes as "Show Vote Counts" and "Show Percentages"

The algorithm turns votes into weights (percentages) at the start, so votes are not being reassigned. This would sometimes cause rounding errors if we tried to reconstitute vote totals from weights.
