Basic Augmentations in Batch Mode - Cutout included

Proposed Features

• Add Augmentations from Tensorflow Library
• Add Cutout with Batch Mode for speed
• Add Wrapper to use these with our datasets
• Add combine_transformers function to make 1 transformer from multiple given ones that can be used in dataset.map

Limitations

• Currently Support Cutout and Tensorflow related Augments.
• No support for imgaug or albumentations yet.
• No support for RICAP
