My 2 cents:
In this way we can avoid any stupid comments, links to crap demos, etc, and we still get the positives allowing simple feedback / contributions etc.
If it goes well we can relax these rules over time. I prefer to gradually relax the rules as opposed to the other way around.
In a thread about adding disqus to the forge. Here's what Darren and I said about it:

Excellent! Well, that was easy.
We need to clearly define a policy for comments throughout the site and a plan for what to do in the eventuality that they become super-useful / super-bad etc.
