This new section may not replace the tutorials. Perhaps, just a rename.
The idea is that they're specific recipes that help a user get something done in a short amount of time.
Examples:
How to make milk modules act like 1.x modules
How to create and submit a plugin
How to add your twitter stream to your page.
How to use Ext.JS and mootools
How to use MooTools and jQuery (moo4jq).
I definitely see an overlap with tutorials, so I'd be fine calling it tutorials. Tutorials seem too generic, and recipe concept is easier to understand intent.
