Add 60fps recording option to aperture #70

Hello! this rom works great but the display refresh rate is locked to 59, it feels less smooth than on 60hz stock rom and also in stock there is 60fps record option on hd

My ROM is built upon samsungs original source code. In both the stock ROM and in the source code, it calls for 59Hz refresh rate. 1Hz of difference wont change anything significant and currently there is no reason to change it.

I would suggest using Gcam Go or Open Camera as opposed to the stock camera app.

Update, if i try to use 60fps in GCam, GCam go or Open Camera the app freezes.
