feat(fal): redesign CLI

Key changes:

• fal fn run -> fal run
• fal fn serve -> fal deploy
• fal alias is no more -> fal apps set-rev/scale/etc
• Introduced fal apps list-rev/delete-rev based on https://github.com/fal-ai/fal/pull/196
• fal auth hello brought out of the closet (it was hidden) and turned into fal auth whoami
• Useful debugging flags like --pdb and --cprofile.
• click -> argparse
• Fixed some issues with grpc error handling (more to be done).
• added basic tests
• added examples to --help (see fal run, fal deploy, fal secrets set)
