OK, I managed to solve it by upgrading setuptools from 12.05 to 12.1 by running
curl https://bootstrap.pypa.io/ez_setup.py -o - | python
After this installing the package got further, but was throwing ImportErrors
for missing the ez_setup module, so I did
pip install ez_setup
After this, pip install ortools worked. I'm not really sure if this was an
issue with setuptools, my local virtualenv spaghetti or some ortools package
settings.

After following the above directions, this still isn't working for me. I'm on
Python v2.7.9, pip v7.1.0, setuptools 18.0.1, and ez_setup v0.9. I also tried
without ez_setup.
I know a lot of "mathematical programmers" are used to having to download a
package and `python setup.py install` ~manually, but for hackers hoping to hack
around, `pip install ortools` would really be much preferred.

Forgot to mention I'm on OSX 10.10.3, if that helps.
The pip error message:
Collecting ortools
Could not find a version that satisfies the requirement ortools (from versions: )
No matching distribution found for ortools
Perhaps this could have to do with an incompatible version requirement, either
for the OS or Python?
