Make Python 3.12 the default CI version #2196

This is a meta issue tracking full 3.12 support.

[x] Basic 3.12 support: #2176.
[x] Migrate all applicable CI gates to use 3.12.
[x] Update CONTRIBUTING.md noting it is fine to use 3.12 for development.
[x] Make the contributor's checklist pass on 3.12: #2179.
[x] Address all deprecations in 3.12: #2178, #2066.
