Currently, I have Cadence install on Linux Mint and noticed the version is old. How to update to the latest?

either

find a trustworthy ppa that contains a newer version
build it from source, see https://github.com/falkTX/Cadence/blob/master/INSTALL.md (you might run into problems, and the files won't be managed by the package management system anymore)
file a bug report for mint/debian/ubuntu to update it in their official repo (can't tell you where this can be done though)
switch to an arch based distro (arch, endeavouros, manjaro), which contains newer packages
