Tempo changes are not sent to plugins when transport is stopped #1002

Tempo changes are not sent to plugins when transport is stopped, I did try it with x42 step sequencer and Calf Vintage Delay.

Tested with carla-git from kxstudio package 2.1-RC1.

I can confirm the issue, but couldnt manage to get around it in 1h or so, so it is a tricky one... To fix for v2.2 then, as might need not-so-small engine changes.
