Implement open recent file menu #1834

Hi,

I was missing the "Open recent" functionality, so I implemented it.

Feel free to comment/suggest/amend, I tried to follow coding style, but it's my first contribution to Carla, and to a "big" PyQt program, so I possibly missed things.
