Package LV2 plugin for Windows #729

Known to work now, should give it a test in ardour/mixbus.

By the way, Windows XP is compatible with Visual Express C++ 2017 ! (You close the issue from I was supposed to answer you...) You can find the latest release here : https://www.instalki.pl/programy/pobierz/Windows/biblioteki/Microsoft_Visual_C.html?mid=54865

And yes, I hope LV2 plugins will work with Carla, because I think about using ZamPlugins available for Windows. We'll see (and hear).

You can comment on issues that are closed, that is not a problem.

Carla already loads LV2 plugins on windows. This ticket is a reminder for myself, that I should build carla itself as LV2 plugin for windows. I got the needed internals to work, it is just a matter of doing a build now. (so you'll be able to load Carla inside Ardour/Mixbus on Windows, for example)
