Consider using multi-arch images for build tools & inbound-agent #28

How about we combine linux & windows images into multi-arch images, so that we can use the same image id+tag across all platforms?

After working with the build system for a while, I'm no longer convinced that this is worthwhile. Closing as won't fix.
