Extend logic to block sending items in STs to work when creating new AH auctions #1147

When you added logic to block sending items in STs, you didn't add the same logic for
blocking creating new AH auctions.

If you don't want to enhance this, let me know and I will look at it (eventually).

BTW, I updated the detection logic for jquery so the enhancement shouldn't be too bad
to implement.
