Map zoom is reduced when adding location or panning to current location

If the map is zoomed in past zoom level 18, it will zoom out to 18 when:

• adding a location
• centering on device's current location
• going to coordinates

These actions may zoom the map, but should not zoom out if already zoomed in past this minimum.
