Clarify intended interaction with new location / edit location marker #397

The live site does a tooltip over the marker:

Move to the position of the source.

Check the satellite view - the source may be visible from space!

On beta mobile we have a message on the top: "Choose a location for your new entry." and on desktop, the mouse goes to drag, but these are fairly sparse cues. Also, tapping on mobile dismisses the map instead of moving the marker.

Proposed resolution is to reintroduce old wording on mobile, and add a tooltip on desktop. Suggested in https://github.com/falling-fruit/falling-fruit-web/pull/396#issuecomment-2156511588.

Related to #314 and #315 - also asking for a tooltip element over location markers.

This is now working as proposed on the live site.
