Black bars on 4:3 VGA Monitor (shows screen artifacts) #59

What steps will reproduce the problem?
1. Use Dash Launch (from internal hdd) on XBR3
2. VGA Cable
3. 4:3 Monitor (with over scan settings set so there is black bars on both 
top and bottom)

What is the expected output? What do you see instead?
I expected the bars to remain black, but there is a glitch with the frame 
buffer or something. Graphics/Artifacts show up in that area.  Pressing the 
guide button results in parts of it being visible in the black area.

What version of the product are you using? On what operating system?
I think this started with 1.09 or 1.1 rc1 or also maybe when i started 
using dash launch.

Use HDMI.

Overscan do leave artifact, you are not using it properly
