File Copy ETA incorrect

What steps will reproduce the problem?
1. Have some files on the 360 HDD or a USB drive
2. Use the file manager to copy/cut those files
3. Paste files into a different drive

What is the expected output? What do you see instead?
Expected output is a file copy dialogue box showing a fairly accurate ETA
of time to complete.
Instead, the ETA always hovers around the initial time. For example, if the
initial ETA was approximately 30mins, it'll jump to 31, back to 30, then
perhaps 29, then 30 constantly, right up until the operation was completed
(which usually takes about as long as the initial ETA anyway).
Even 30 seconds before finishing, it'll still display approximately 30mins
(or whatever the initial estimate was).

What version of the product are you using? On what operating system?
Tested on 1.10 Final and r215

It may be worth noting that the other progress bars seem to be pretty accurate
