merge cleartk-chunker into cleartk-ml? #258

cleartk-chunker is a small package that provides a subclass of 
CleartkSequenceAnnotator for chunking tasks. There are only 5 Java classes in 
this package. I think we should just merge it into cleartk-ml - the Viterbi and 
Multi annotators are along the same lines, and they're already in cleartk-ml.
