copy OutputFeatureExtractor to viterbi package #286

The OutputFeatureExtractor is only used by the viterbi package and it is hard 
to dream up a use case in which it would be used somewhere else.  Of course, it 
makes sense that one might use outcomes from upstream classifiers as features 
in an analysis engine - but they can just do this directly and they don't need 
the OutputFeatureExtractor interface.  

So, we will deprecate the copy in the current package and copy it to the 
viterbi package.
