Add html5 notification support #654

This pull request adds notification support.

And for this, it adds a new notification variable, "notification", it can be set at ask, always and never, just like the geolocation configuration variable.

@toniz4 Than you for this patch. I'm not on my machine, so I'll check your changes soon. But it looks promising to me.
