update github checkout action from v2 to v4 #6

This fails with the same error as https://github.com/fangohr/octopus-in-docker/issues/9 , and passes for the 13.0 release.

So we could merge this I think.

LGTM, curious if you have any particular feature in v4 thats not in v2 which made you update the CI

Good point - I should have said this in the description above.

Somewhere in the output from the actions, GitHub warned that v2 is deprecated. That's the only reason.
