This repository should only focus on changes to package.py that are required for merge requests into upstream spack.
Any such change must compile with the spack develop branch.
We would generally expect that changes to the package.py file will also work with an older release of spack. So we also run the tests for the last release. However, this may not hold true (for example if the spack team makes changes to the spack framework, that require changes within the package.py file).
