Support to run SNNs on Loihi #119

We have started to write SpikingJelly API for running SNNs on Loihi.

Very good to know that you are working on that!!!! As you probably know, SLAYER has a Loihi interface (https://github.com/bamsumit/slayerPytorch), could be good for inspiration.
