Concept of Successor State of Western Roman Empire and Eastern Roman Empire

The concept of successor state of the Roman Empires is historically called "Translatio Imperirii" they are those States that has some historical link (sometimes fabricated) with the two Roman Empires. The concept could be divided again in rightful successor and pretenders.

Successor State of the Western Roman Empire:

• Holy Roman Empire (rightful successor - fabricated by Pope recognized by Byzantine Empire after)
• S.P.Q.R (pretender)
• Empire of Germania (pretender only if it was Holy Roman Empire before)
• Empire of Italia (pretender only if it was S.P.Q.R before and S.P.Q.R. was the rightful successor State of the WRE)

Successor State of the Eastern Roman Empire:

• Byzantine Empire (rightful successor)
• Latin Empire (rightful successor - controlled Constantinople)
• Empire of Nicea (pretender)
• Empire of Trebizond (pretender)
• Empire of the Bulgarians and the Romans (pretender)
• Empire of the Serbians and the Romans (pretender)

This two possible status are represented by traits (that give more prestige that a normal Emperor) and to be able to restore the Western Roman Empire and the Eastern Roman is needed to be recognized the rightful successor State (that is to have the trait). A pretender could try to get the trait to be the rightful successor using a special CB: in case of victory the winner gets the trait "successor State of xxx" and the loser gets the trait "pretender successor of xxx". TODO to this war all Catholics (for the West) and all Orthodox (for the East) will be invited to join sides.

The thing is deemed so important that after this fact a conference of Peace is called between all the interested characters to decide the new shape of Europe.

Conference of Peace: S.P.Q.R. vs HRE

1. Invitation of the Holy Roman Emperor
2. Invitation of the Pope
3. Invitation of any Catholic independent characters
4. Invitation of the Princes of the Holy Roman Empire
5. Invitation of the Patricians of S.P.Q.R (in future the Senators that will comprise the Patricians too)
6. Dissolution of HRE and substitution with the new High Kingdom of Germania. The global flag "germania_was_hre" is set, this is used to give to Germania the trait of pretender of the WRE.
7. Solution of first issue: if HRE (now Germania) has vassals in North Italy is to be decided if they will remain part of Germania or are annexed to S.P.Q.R. there are three choice for S.P.Q.R.: annex to S.P.Q.R. directly (vassal not happy), give them the possibility to them to vote (vassals happy), do nothing (vassals remain part of Germania).
8. Solution of second issue: if HRE (now Germania) has vassals in the de jure Kingdom of Burgundy the King of France or the High King of Francia gets an event to ask that the issue is discussed in the Peace Conference. Possible choices: annexion to France / Francia (IA guided via opinion and only if France / Francia was allied with S.P.Q.R.), annexion to S.P.Q.R. (France is not happy, vassal of Burgundy not too), give them the possibility to them to vote (vassals happy), do nothing (vassals remain part of Germania)
9. Solution of third issue: if the King of Bohemia or the Duke of Bohemia is the Duke of Moravia too and his vassal of HRE (now Germania) they would want independent so they gets an event to ask that the issue is discussed in the Peace Conference. Possible choices: give them their independence (Emperor of Germania not happy), do nothing (King of Bohemia not happy)

6. Solution of first issue: if S.P.Q.R (now Italia) has vassals in North Italy (excluding the Duchy of Latium) is to be decided if they will remain part of S.P.Q.R or are annexed to HRE there are three choices for HRE.: annex to HRE directly (vassal not happy), give them the possibility to them to vote (vassals happy), do nothing (vassals remain part of Italia). Note that, in any case, they will remain de jure of the High Kingdom of Italia in any case.

Other possible permutation: Italia vs HRE this is should be similar to the first event chain the only difference should be that Italia shall change in S.P.Q.R. again.

Partially implemented but not in all the possible permutations (for example HRE could be created by Francia or Italia it does not makes sense to declass them to Germania in that case).
