Keeping closed project in dynamic working set

Currently, when a dynamic working set (e.g., one based on regexp) is
closed, it get emptied. It would be nice to have an option to allows closed
projects in a working set.

I've set up the regex working sets to include all projects that match the 
regex, 
regardless of being open or closed.

The other two working sets cannot do this, as they depend on examining project 
files, which cannot be done on closed projects.

Note that any working sets that are already set up will need to be refreshed by 
changing editing their regex, or by re-opening any matching projects that were 
previously closed.

I may make this an option in the future
