Some tests are failing w.r.t. missing property committee and I can't figure it out. I also held off on computing values for the committee test for adjusted_fuel_intensities until you approve my implementation of your methodology.
One note: you said for mini bar and fridge, to add them and ceiling at 1, but I think it makes sense to just take the bigger number, since they are coverage percentages.
