document scalereg usage for conference organizers #7

There are bits of scalereg that are meant for conference organizers to add
ticket types, promo codes, and coupons. Some of this is in the Django admin
interface. Some of this are areas that are login required.

We should explain how all this works.

also document some of the terminology used by scalereg, i.e. what the 
difference is
between a promo code and a coupon code.
