Definitely need new tests for this. Make an adoc file with 2 scenarios. One has 2 steps and one has 3 steps.

When generating paths, make sure there aren't more than expected. Right now the code will create every combination and maybe that's OK at some point but for RTE, it needs to create one for one.

What's left is to make 2 new test cases

[x] Two section with same steps but different data tables. The data table have two different fields. There should be 2, not 4 paths.
[x] two sections with 3 steps each. Only the second step is the same for both. There are no data tables. There should be 2, not 4 paths.
