Create step defs with the predicate only #192

This is needed for the content proposals.

It's also needed to avoid duplicate keywords.

Each object feature file is stored in a directory matching its path. That path shouldn't be part of the keyword and neither should the app be. So all of these

The app plug-in, path/object is empty
The path/object is empty
The object is empty

Should all be is empty Or

inner section is empty
inner fragment is empty
