Add syntax for specifying time #73

Include a "time" clause

  1. At noon, at midnight, at 5 o'clock
  2. at, before, after
  3. early, late, on time
  4. in 5 weeks, days, hours, minutes, seconds

This is mainly needed for batch jobs
