Duplicate ZestADZ entry in Ad Network Settings GUI #156

What steps will reproduce the problem?
1. Setup ZestADZ network in GUI
2. Select Backfill Priority tab
3. Select Ad Network Settings tab (without editing backfills)

What is the expected output? What do you see instead?
I expect to see only one ZestADZ entry. I see two. They both have the same site 
id.

What version of the product are you using? On what operating system?

This is a one-off glitch in the UI.  The easiest workaround is to set one 
ZestADZ's allocation to 0% and forget about it.
