Request: Make backfilled House Ads respect allocation percentages #172

When House Ads are backfilled they do not seem to respect the percentages set 
on the Allocation Percentages page here 
https://www.adwhirl.com/apps/oneApp/appHouseAds?aid=[aid].  Instead each House 
Ad shown on that page is served with equal likelihood.

Feature request is to make these allocation percentages apply both when House 
Ads are initially requested, and when they are backfilled.

Pretty sure I fixed this on the backend when I wrote our new code for 
calculating fractional allocation percentages.
