Added a new House Ad and suddenly Backfill Priorities changed #253

What steps will reproduce the problem?
1. Created a New house ad.
2. Changed "House Ads" under the app so that the new ad would show 94% over the 
other House Ads (whose percentages were adjusted accordingly)
3. Saved Changes.

The current Ad network allocations (This was not changed when I added the new 
House Ad):
iAd - 100%
Admob - 0%
House Ads - 0%

The current Ad Backfill Priorities (This was also not changed when I added the 
new House Ad):
iAd - 1
Admob - 2
House Ads - 3

This happened with every app I added the changes to.

What is the expected output? What do you see instead?
EXPECTED: I expected the House Ads to pick the new house ad more than the other 
house ads, with the total house ad impression rate to stay about the same 
(low). (Actually because house ads are only used as a last priority backfill, 
they wouldn't be shown more often, but that's not really the issue)
WHAT HAPPENED: Somehow, Adwhirl began showing 200 times more house ads!  House 
ad impressions went from ~6000 to over ~120,000 in 2 days!  Please see the 
attached image to see the dramatic shift. Even the 

It appears as though the Backfill Priorities somehow reversed! They still 
appear the way they normally worked in the App Settings, but they are behaving 
quite bizarrely!

This is very important to fix... if it does not show my ad networks, I will 
lose money. :(

Pretty sure this is related to issue 254.  If you're still seeing it, please 
let me know.
